Can PSU be responsible for graphics card coil whine?

I was wondering if you guys have any insights into the whole geforce 970 coil whine issue. The problem supposedly is arising from R22 inductors. http://ift.tt/1FYTTkq

I was unaware of it until I purchased a MSI geforce 970 gaming 4g. I found a pool that indicated the problem might lie in the PSU as well, citing that most problems occured with Corsair http://ift.tt/1LYm4EL

I have currently Corsair CX600, which had no problems with my old card, so I am wondering what to do now.

Replace the graphics card with another to see if its better?
Replace the PSU with a different one?
