This basically introduces you to the first chapter or two. Also, it's originally posted in English, so, no, there are no translations to get this into English.

Please note, one of the things I like about this story is how the author has the game company respond to Tobi being trapped. And yes, the "problem" is that he's trapped in the game, so I spoiled the end of one of the earliest chapters for you in a way that the blurb implied. Woo.

Eh... Kinda? For his level, sure, but his level's really LOW. And he doesn't start out that way. He starts as a stock standard level 1 player character. Who happens to be trapped in the game world.

If there has to be a "reason" why he might be considered OP, he gains both Arcane and Divine Magic Affinities (which is supposed to be impossible due to them being opposites that destroy each other). This means that he could, theoretically, learn pretty much any spell there is. Theoretically only at the moment, though. This is because he doesn't seem overly interested in learning Divine Magic at the moment, and he doesn't have an Arcane Magic teacher. And, before you ask, there is a "System Assist" program that normally makes doing pretty much anything in the game easier... but Arcane Magic, and probably Divine Magic too, is basically done by turning that off.

Is it Harem: No...? Probably not. He doesn't have one obviously building by the end of chapter 29, at least.
