Planet Regen Mod Possible?

Just asking here, not sure I'll get a response, but might as well try. Is it possible to make a mod to allow colonies some form of Regen? Like I said in another topic, at higher levels, every colony seems to die really easily, even homeworlds that should be better protected, and usually from monster attacks rather than from each other.
